The Palestinian quest for ' statehood ' & East Jerusalem as its capital has always been a deception , a false pretense for the greater goal of extinguishing the Jewish State. Despite his assurances to the international community , by now walking away from any prospect of peace with Israel ( to join with Hamas ) Abbas has made a thinly-veiled statement of ' future intentions '. Having then abandoned 'peace ', Abbas is preparing to use violence & bloodshed to achieve the Palestinian goals. With Israel now surrounded by hostile forces & largely abandoned by its closest ally the USA ( which has assured ' aid & support ' for the new Palestinian Unity Govt ) we're now seeing the fulfilment of Psalm 83. But the Palestinians will soon be utterly destroyed - as foretold in Zephaniah's prophecy

Judgment on Israel's Latter Day Invaders Psalms 83

Even if we cannot be certain which of Edom's many atrocities upon Israel provoked the tongue, and pen, of Obadiah -- it seems certain that we are intended to read Obadiah's prophecy as a Last Days prophecy as well: Obad 1:15,17,21.

Such language can only be absolutely fulfilled with the return of Christ and the establishment of God's Kingdom. Seen as a Last Days preview, Obadiah's words corroborate certain details of the general picture:

(a) This Edomite enemy will be a member of an alliance: Obad 1:11. Edom is a member of the 10-nation Arab alliance described in Psa 83.

(b) The controversy of the Last Days will concern God's holy mountain, mount Zion. There the enemies of Israel, including Edom, will rejoice over her: "Just as you drank on my holy hill...." (Obad 1:16).

And there also will God bring retribution upon these blasphemous enemies: Obad 1:15-17. This observation lends credibility to the idea that the last great conflict in and around Jerusalem -- a conflict which will bring on the literal Return of Christ -- will be a religious conflict, between two peoples desperately struggling to lay claim to the same "holy places".

(c) At this point the prophecy dramatically changes tone. The people of Israel are saved from their adversity and are spiritually regenerated. They receive back the Land promised to their fathers, to its fullest extent, and the rescued and redeemed state of Israel becomes the nucleus of the Kingdom of God: "But on Mount Zion will be deliverance; it will be holy... The house of Jacob will be a fire and the house of Joseph a flame; the house of Esau will be stubble, and they will set it on fire and consume it. There will be no survivors from the house of Esau... Deliverers will go up on Mount Zion to govern the mountains of Esau. And the kingdom will be the LORD's" (Obad 1:17,18,21).

JERUSALEM — The Palestinian refusal to recognize Israel as a Jewish state is at the core of why a negotiated settlement between the two sides is all but dead, say experts on both sides of the divide.
Public sentiment and the positions of political leaders for the Israelis and the Palestinians indicate that neither side will bend on the issue Israel says is critical, which means peace talks pursued by U.S. Secretary of State John Kerry had little chance of working from the start.
"After 65 years of Arab rejection and warfare, closure for Israelis can come in the form of acceptance of the legitimacy of the Jewish state, in Palestinian renunciation of refugee claims, or perhaps simply a statement that this is the end of the conflict," says Gerald Steinberg of Bar Ilan University.
Israel has in the past offered compromises on hurdles such as settlements on disputed land. But the refusal by Palestinian President Mahmoud Abbas to concede that Israel is a Jewish state is a deal-breaker, says Steinberg.
The refusal means Israel has no confidence that a Palestinian state on its border will end the decades-long attempt by Arab nations to destroy it, so there is no reason to agree to a two-state solution, he says.
Israelis worry that "an agreement will be signed, Israel will give up territory, and the wars, terrorism will continue," Steinberg says.
Kerry spent months shuttling between the two sides to broker a deal, and when talks fell apart he blamed both sides for taking steps that hurt progress, citing Israel for refusing to release more Palestinian prisoners, including some involved in terrorism against Israelis, and Palestinians for seeking recognition at international organizations, something they had promised not to do.
Palestinian experts say the hurdle of recognizing Israel's right to exist as a Jewish state was always there and Kerry should have recognized it.
"Israelis are free to declare that Israel is a Jewish country, but it is unjust to ask the Palestinians to support that narrative," said Basem Ezbidi, a professor at Birzeit University in the West Bank. "We will never get even close to this kind of recognition, and I can't see any decent Palestinian entertaining this idea."
A March 20-24 poll by the Palestinian Center for Policy and Survey Research in Ramallah found that a majority of Palestinians in the West Bank and Gaza would reject Kerry's framework for peace talks if it included the topic of whether to recognize Israel as the state of the Jewish people.
The majority polled felt that way even if Israel agreed to remove all Israeli towns and cities on the West Bank and carved off East Jerusalem to the Palestinians for the capital of a Palestinian state — which Israel says it will not do.
Israel has agreed to remove some of the settlements but make major ones part of Israel by wrapping its border around them. And it says Jerusalem will remain Israel's undivided capital forever.
In Senate hearings this week, Kerry refused to "recognize reality" and Sen. John McCain put it and accept that Palestinian refusal to recognize Israel as a Jewish state made a negotiated solution impossible.
"We are trying to get something done. I think it's important to do this," Kerry said. "Sure we may fail. You want to dump it on me, I may fail, I do not care. It is worth doing. It is worth the effort."
Kerry said the Palestinian Authority should acknowledge that Israel is the homeland of the Jewish people but that, "it's not going to happen" at this stage of the negotiations.

It seems the world still needs to be reminded of the fact that the Palestinains were given land, more land in fact than Israel when the United Nations Partitioned the land between Israel and Palestinians.  The Lard the Palestinians were given extended into what is known today as Jordan, but the real issue is that they don't want Israel to have any land.  This makes for an ongoing impasse in any Peace Negotiations.  But one day this will be resolved, maybe the Four Blood Moons signs will see something happen that will lead to a break through on this crucial issue.

“Unpredicted Outcomes” of the Arab Spring

This week, the BBC ran a feature entitled “Arab Spring: 10 unpredicted outcomes”, by its Middle East correspondent Kevin Connolly. However, as Bible students are aware, some of these, “unpredicted outcomes” are not as “unpredicted” as Connolly imagines.

The first of his “unpredicted outcomes” is that “The royal families of the Middle East have had a pretty good Arab Spring so far – rather better than some of them might have feared”, he says.  And so while the governments of Tunisia, Libya and Egypt have been toppled and that of Syria teeters in bloody civil war, the monarchies of Jordan, Morocco, Bahrain, Qatar, Oman, Kuwait and, of course, Saudi Arabia have largely escaped unscathed.

His second “unpredicted outcome” is that the “US no longer calls the shots”.  And he states “America is still a superpower of course but it doesn’t dictate events in the Middle East anymore”.  And indeed there has been a catastrophic loss of influence for America in this vital region.

The United States has enjoyed dominance in this crossroad of the World, at the expense of Russia, for 40 years.  Before the 1973 Yom Kippur War, Russia was the arsenal of most Arab countries; Israel was surrounded by Migs, T55 & T62 tanks, Sagger anti-tank missiles and SA-2s, SA-3s and SA-6 surface to air missiles, all provide by the USSR.  And in exchange, these client states bent their wills to the foreign policy aims of the Soviets.

However from the time of that war, Russia rapidly lost traction; so that by the end of the war, Russia was forced to back down from its declared intention of unilaterally intervening on the behalf of Egypt.  And in 1974, Russia was actually expelled from Egypt, by President Anwar Sadat.  Instead Sadat realigned Egypt as a client of the USA, and soon became the recipient of billions of dollars of US aid – both economic and military.

Likewise Saudi Arabia and the various small Gulf states have, in recent decades, relied on the US for their security umbrella, and even Libya, under Colonel Gaddafi, eventually came into the western camp; and, of course, Israel has been a firm strategic ally, with the United States, since about 1970.

But in Obama’s presidency, all of these countries have been alienated; largely because of a loss of trust.  He has demonstrated a willingness to abandon, and even support the enemies of, long-time, strategic allies (in particular Hosni Mubarak, but also Colonel Gaddafi).  He has then allowed the democratically elected replacement, Mohammed Morsi of the Muslim Brotherhood, to be ousted, with scarcely a whimper, because the US did not like his policies, and yet Obama has subsequently failed to support the new government also.

The US government has left, the Middle Eastern monarchies, in little doubt that the US would betray their trust too, if they needed help, despite all the support they gave the Western Allies against Saddam Hussein and in the War on Terror.

Which brings us to the fourth “unpredicted outcome” which is “Iran a Winner”.  Kevin Connolly writes
“No-one would have predicted at the beginning of the Arab Spring that Iran would gain from it. At the beginning of the process, it was marginalised and crippled by sanctions imposed because of its nuclear ambitions. Now it's impossible to imagine a solution in Syria without Iranian agreement, and with its presidency under new management its (sic) even talking to the world powers about that nuclear programme.

Saudi Arabia and Israel are both alarmed by America's readiness to talk to Tehran - anything that puts those two countries on the same side of an argument has to be pretty historic.”

And the US has further embittered its Middle Eastern allies – namely Israel, Saudi Arabia and the Gulf states – through this deal with Iran.  The Saudi government is reported as saying that it endangers the “stability and security of the Middle East”, and its ambassador to London said that his country "will not stand idly by in the face of the danger posed by the Iranian nuclear program if the US, the UK and the other major powers fail to stop this program".  In Israel, premier Netanyahu said “What was reached in Geneva is not a historic agreement, it is a historic mistake”.

Weakness, in this group of allies, is predicted in the prophet Ezekiel and chapter 38.  We read in v13
Eze 38:13 Sheba, and Dedan, and the merchants of Tarshish, with all the young lions thereof, shall say unto thee, Art thou come to take a spoil? hast thou gathered thy company to take a prey? to carry away silver and gold, to take away cattle and goods, to take a great spoil?
The Sheba and Dedan are the ancient inhabitants of the Arabian Peninsula.  Today’s equivalents are Saudi Arabia and the Gulf states.  These we see are allied with “the Merchants of Tarshish” and all its “young lions”.  The latter-day Tarshish is Britain as shown briefly in the Bible in the News of 18th Jan 2013, and more fully in a Bible Class series on “Britain in Bible Prophecy” available at

The “young lions” are the nations which grew from Britain’s colonies, in the days of its empire; countries such as Canada, Australia, New Zealand, South Africa, India and, of course, the United States of America.

But these allies are to have become so weak, it appears from Eze 38v13, that they will have become unable or unwilling to stand against the invasion, by Gog, of the Middle East, and in particular of the land of Israel.  This passage indicates that the US will no longer have the reach to impose its will in the Levantine theatre, and will be powerless to prevent those who have “gathered thy company to take a prey” “ to carry away silver and gold, to take away cattle and goods, to take a great spoil”.

In contrast, Iran and Russia will be in that great confederacy, inflicting their will, by force of arms, on Israel and Egypt, as their allies stand by helpless.  We read in Ezekiel 38:2-4 in the NKJV:

"Son of man, set your face against Gog, of the land of Magog, the prince of Rosh, Meshech, and Tubal, and prophesy against him, and say, 'Thus says the Lord GOD: "Behold, I [am] against you, O Gog, the prince of Rosh, Meshech, and Tubal. I will turn you around, put hooks into your jaws, and lead you out, with all your army, horses, and horsemen, all splendidly clothed, a great company [with] bucklers and shields, all of them handling swords.

These names Rosh, Meshech and Tubal are echoed in the lands in which these people settled.  The land of the Rosh is Russia, the land of Meshech is Muscovy and that of Tubal is Tubolsk (the historic capital of Siberia).  Together these names indicate the Russia of today.  And in v5 we find that Iran (Persia) is one of those who will join Russia in this venture.  We read

"Persia, Ethiopia, and Libya are with them, all of them [with] shield and helmet;"

And this confederacy will come into being, in the latter days, in a period when the people of Israel have been brought back to their land, and in particular to the mountains of Israel (the West Bank), after a long period of dispersion.

"…In the latter years you will come into the land of those brought back from the sword and gathered from many people on the mountains of Israel, which had long been desolate; they were brought out of the nations, and now all of them dwell safely. You will ascend, coming like a storm, covering the land like a cloud, you and all your troops and many peoples with you.”

The Israelites have only returned to this area of the land, in the time since the 1967, Six Day War; and only in very recent months and years have we seen the sharp decline in the power of the USA, that would explain why “Sheba, and Dedan, and the merchants of Tarshish” would be unable to prevent such an outrageous and destructive incursion through the Levant into Egypt.

However, the desperate state to which Israel is reduced, will induce them to turn, in truth, to the one power who can save them.  And we read in Ezekeil 38v18

“And it will come to pass at the same time, when Gog comes against the land of Israel,” says the Lord GOD, “that My fury will show in My face. For in My jealousy and in the fire of My wrath I have spoken: ‘Surely in that day there shall be a great earthquake in the land of Israel, so that the fish of the sea, the birds of the heavens, the beasts of the field, all creeping things that creep on the earth, and all men who are on the face of the earth shall shake at My presence. The mountains shall be thrown down, the steep places shall fall, and every wall shall fall to the ground.’ I will call for a sword against Gog throughout all My mountains,” says the Lord GOD. “Every man’s sword will be against his brother.  And I will bring him to judgment with pestilence and bloodshed; I will rain down on him, on his troops, and on the many peoples who are with him, flooding rain, great hailstones, fire, and brimstone.  Thus I will magnify Myself and sanctify Myself, and I will be known in the eyes of many nations. Then they shall know that I am the LORD.”

So as we see the continuing decline in the influence of the United States, we can be sure that the “outcomes” are not “unpredicted”, but are revealed to us in God’s Word.

Analysis: Israel’s Economic Dominance of the Middle East; Foreign Currency Reserves Dwarf Neighbors

The Bank of Israel said on Friday that foreign currency reserves hit a record $80.59 billion at end-November, after breaking the $80 billion threshold, for the first time, in October. In 2004, Israel held only $25 billion. 
As Israel’s dollars-in-the-bank have grown to dwarf the reserves held by many of its neighbors, economists said the windfall from its natural gas deposits will help Israel fight above its weight-class, and compete directly against the oil-rich nations of the Middle East in the coming years. 
“Israel’s ability to put spare cash in the bank for emergencies very much signifies that the Israeli economy is growing, especially compared to its Arab neighbors,” said Professor Joseph Pelzman, the Institute for International Economic Policy the Elliott School, George Washington University Professor of Economics, International Affairs and Law, in Washington, D.C., and a permanent visiting professor at Ben Gurion University of the Negev, in Be’er-Sheva. 
“What I found fascinating is that the world hasn’t really understood how marvelous the Israeli economy has become and, obviously will expand much faster, as its natural gas makes Israel a participant in the global energy business — and this because of the anti-Israel sentiments on many international levels that have worked to preclude Israel from being recognized,” Professor Pelzman said. 
Professor Pelzman’s latest book, Economics of the Middle East and North Africa, was published in September, 2012. “What was so remarkable,” he said, “is that my book is the very first economic study to compare Israel with its actual Arab neighbors in the Middle East, and the Jewish state really shines. Until now, in every single study by economists at the university, institutes, and especially at global institutions, including the United Nations or the World Bank, Israel is usually put up against European countries, even though it would be one of the smallest states, but, more importantly isn’t even in that region — Israel is in the Middle East.” 
Israel’s $80.6 billion in the vault was particularly favorable compared to its more populous neighbors. 
In Cairo, the Bank of Egypt said the country’s foreign currency reserves stood at $18.6 billion at the end of October. The figure does not include any of the recent pledges from Saudi Arabia, the United Arab Emirates and Kuwait of $12 billion dollars in aid following the July 3 military coup that ousted Egypt’s Islamist President Mohammed Morsi. 
Meanwhile, in Damascus, before the start of its civil war three years ago, the International Monetary Fund estimated Syria’s reserves  – a state secret — at about $18 billion. But by April, 2013, Reuters reported that those reserves had dipped below $4 billion. At the time, Syrian central bank governor Adeeb Mayaleh told Reuters that Iran had already granted a $1 billion credit line to Syria, and that Damascus was close to an agreement with Russia and Iran to obtain fresh funds before it completely ran out of money, financing the civil war against the Free Syrian Army. 
Israel’s neighbors to the North and East, Lebanon and Jordan, have $51 billion and $12 billion of foreign reserves in the bank, respectively. 
But, as has been the case since the first American and British firms began exporting oil from the Middle East before World War II, energy exporters Saudi Arabia, with $700 billion, Libya, with $130 billion (same as net energy-importer Turkey), and Algeria, with $121 billion have the most foreign currency reserves in the region. 
Meanwhile, Iraq’s foreign currency accounts, with $80 billion, now stand at the same level as Israel, boosted by Iraqi oil pumping. 
In Tehran, the Central Bank of Iran has an estimated $69 billion, despite a decade of  global economic sanctions against the Ayatollah’s regime. With last month’s U.S.-brokered agreement in Geneva, the Iranians are expected to add $7 billion to that total, all money held in frozen international bank accounts. If the Islamic Republic sticks with the international community, and follows through with its new commitments, Iran could be able to return openly to the energy markets, where oil-starved countries, including India, which was once one of Iran’s major buyers, with $5 billion worth of crude per year, could help make the country very wealthy, again. 
Israel’s growth, until now, has largely been due to very high investment in research in development. 
In order to sustain its competitive high-tech edge, Israel dedicates 4.5% of its GDP to research and development, the highest proportion in the world, ahead of the Organization for Economic Co-operation and Development (OECD) (2.3%), Sweden (3.8%), Finland (3.5%), South Korea (3.4%), Japan (3.3%), the U.S. (2.8%), Germany (2.7%) and Canada (1.7%), noted former Israeli Ambassador Yoram Ettinger, in a recent Op-Ed published by The Algemeiner. 
But with the discovery of vast fields of underwater natural gas reserves, economists hope to see the prudent policies of the past continued, allowing Israel to avoid a terrible outcome of its natural resources windfall, called “Dutch disease,” a term coined in 1977 by The Economist magazine to describe the decline of the manufacturing sector in the Netherlands after the discovery of a large natural gas field in 1959. 
Off the coast of Haifa, the Tamar field, Israel’s first major hydrocarbon discovery, is believed to hold over 10 trillion cubic feet of natural gas. On the international market, at $5 per thousand cubic feet, Tamar’s gas would be worth $50 billion. 
In 2010, U.S. developer Noble Energy signed an agreement with Israel’s Delek group to develop the field. Meanwhile, other major fields, including Leviathan, an even larger natural gas reserve, is expected to begin supplying energy in 2015. 
Israeli Energy Minister Silvan Shalom said that by not importing from the open market, Israeli natural gas is already saving the country’s economy $300 million a month, a figure that could reach as high as $1 billion as more electricity generation switches to gas fuel and the economy grows. 
“It means it will bring a huge improvement to the Israeli economy because the gas will be much cheaper. We will cut the tariff for electricity. We will cut the tariff for water that is produced by electricity, and all the products that are produced in Israel will be much cheaper,” Shalom told Bloomberg in November. 
In 2018, Israel will transfer the government’s share of the resource profits into the Israeli Sovereign Wealth Fund. Economists hope that Israel maintains is prudent economic policies, using the cash for growth, rather than wasteful spending. 
“The danger of ‘Dutch disease’ comes if all this resource money is spent in non-productive ways — importing luxury goods from abroad or ‘white elephant’ public projects that don’t increase productivity,” said Professor Pelzman. 
He said the Bank of Israel, under Professor Stanley Fischer, the prior central bank chairman, who was followed in the role this year by Dr. Karnit Flug, who had been Acting Governor of the Bank of Israel since Fischer stepped down at end-June, was very successful. 
“Under Fischer, Israel had the best macro policy, a lot of advantages, with no recession or  price reductions, with a monetary policy that didn’t rely on quantitative easing [lowering interest rates] as the Americans did. As a result, Israel didn’t have the hollowing out problem, like in Japan or the U.S., with the outsourcing of both low-labor skill manufacturing jobs and hi-tech jobs overseas. Because of Fischer’s policies, Israel continued to invest in high technology and added-value jobs, which is how Israel competes at the highest levels, with or without these added natural resources.” 
“Obviously, Israel could get inflation if all this new money suddenly entered the economy or was put into unnecessary construction projects or unneeded infrastructure, but as long as the path is followed to focus on hi-tech exports, education, science and applying all those lessons to the tough spots in the economy, Israel will emerge much stronger,” he said. 
“Beyond all the numerical comparisons, what Economics of the Middle East and North Africa showed was the impact of policy choices in how the world compares Israel to its regional rivals. What the Israeli miracle shows is how a state can maintain its identity – in this case, Jewish – while embracing the best of what is available from around the modern world,” Professor Pelzman said. 
“In the case of the Arab countries, the question is, how did the inventors of ‘algebra’ totally lose their relevance in the global market of ideas, and thus their position among the world economies?  And the answer is that in their zeal for self-preservation from any Christian influences, Muslim countries totally closed themselves off to the world’s ideas, and never thought about the consequences,” he said. “What we’ve done in this comparative study is try to understand their policy choices, as it relates to economic strength, and by comparing that point-by-point to Israel, yes, the Arab countries certainly do not come off well.” 
In January, Professor Pelzman’s graduate-level economics class, with the same title as his new book, will begin at George Washington University’s Elliot School of International Affairs, and is expected to attract many Arab students from GW’s Institute of Middle East Studies (IMUS). What he’s waiting for is the response from the Kuwaiti government, major financial backers of IMUS, which haven’t caught wind of the new course, or any of its controversial conclusions, including all the ways Israel’s economy is superior to its Arab neighbors. 
“This is going to really tick them off,” Professor Pelzman said.

After dozens of years of border breaches, the last section of the border fence between Israel and the Sinai has been completed. The length of the fence is 245 kilometers long, from Rafah to Eilat, and costs 1,600,000,000 NIS. It was one of Israel’s largest projects in recent years. 
After three and a half years of construction, the building of the border fence with Egypt has been completed.  For two and a half years, the building of the first 230 kilometers of the fence took place.  It took another year and a half to build the remaining 15 kilometers along the south-western border with Israel. 
 The last section is characterized by deep and steep valleys, as well as hard rocks.  Surprisingly, the last section was one of the busiest infiltration routes.  “They passed here in the hundreds,” Brigadier-General Eran Ofir stated.  “A third of the infiltrators passed via the enclosures surrounding Eilat and it was the biggest part of this section.” 
 At the beginning, the purpose of the fence was to halt the flow of illegal migrants from Africa.  The fence stopped almost all of the job seekers, but when terrorists started to arrive in the Sinai Peninsula, the Israeli security establishment needed to add to the fence other components. 
 “The next step is a fence on the Jordanian border” 
 The fence will not prevent the firing of grad rockets from the Sinai, but it will make it very difficult to wage terrorist attacks from within Israeli territory.  “Today, we are capable to produce better intelligence on terrorist organizations,” Southern Command Colonel Aviv Reshef stated.  “We follow them and monitor them even when they are in the Sinai, and when they try to engage us, we thwart them.” 
 Part of the land border is very close to Eilat and there is a sea boundary that meets it.  The border fence comes with an under-water component.  The Israeli Defense Ministry is planning to build an additional sea fence and meanwhile, Israeli naval ships are dispatched to divide this section of the border. 
 Brigadier-General Eran Ofir worked on the fence for three years as the commander of the complex project.  Now with its completion, he is not sure that this southern fence is the last one that Israel will build and already in recent days has discussed a fence along the Jordanian border that is in the planning phases.

The Palestinian leadership today rejected a proposal presented by Secretary of State John Kerry designed to boost peace talks between them and their Israeli counterparts, asserting that the plan - which among other things would divide Jerusalem and cede some of the city to the Palestinians - would only end up "maintaining the occupation." An anonymous official told Reuters that the Palestinians in particular rejected security arrangements aimed at assuring Jerusalem that stability would be maintained in the aftermath of an Israeli withdrawal from most of the West Bank and the subsequent creation of a Palestinian state. Israel has insisted that it be allowed to maintain a medium-term presence in the geo-strategically critical Jordan Valley along the Israeli-Jordanian border, while Palestinians have demanded the opposite. The Times of Israel reported today that Jordan is siding with the Israelis. Both Amman and Jerusalem are known to be worried that a future Palestinian state would be unable to prevent extremists from moving materials and personnel back and forth across the Jordanian border. There is a growing Salafist presence in the West Bank, and it is not at all clear that Palestinian security forces would on their own be able to contain violent extremism in the territory.

Summary 
With the U.S.-Iranian rapprochement and a sectarian conflict brewing to its north in Syria, Israel will likely work closely with Turkey and Saudi Arabia in an attempt to secure its interests. Given that Israel has not normalized relations with Saudi Arabia, that track will probably be pursued behind the scenes. However, Israel can work much more robustly with Turkey, despite the rupture in relations since the 2010 flotilla incident. For its part, Turkish regional interests have been set back by the rise of jihadism in Syria and the eclipse of the Muslim Brotherhood in Egypt -- events that have forced Ankara to adjust its attitude toward Israel. 
Analysis 
On Dec. 5, Israeli Environmental Affairs Minister Amir Peretz became the first Cabinet member to visit Turkey since bilateral relations took a plunge after the flotilla incident that left nine Turkish nationals dead. Peretz is in Istanbul to attend a U.N. conference on maritime issues attended by officials from 21 Mediterranean states. The visit comes nine months after Israeli Prime Minister Benjamin Netanyahu, under pressure from U.S. President Barack Obama, acceded to Turkey's demand, apologized for the deaths and agreed to compensate the families of those killed in the incident. 
The apology kicked off a process of normalization. Since then, the two sides have been discussing the details of the compensation and restoring ambassadorial-level diplomatic relations. Peretz's visit, though it revolves around a multilateral event, suggests that the behind-the-scenes talks have seen considerable progress. 
Even though relations will take a while to return to where they were before the flotilla incident, there is significant incentive for both countries to want a resolution. For Israel, the efforts toward a U.S.-Iranian detente have substantially added to its security concerns since the outbreak of the Arab Spring. The United States and Iran seeking to end 35 years of hostility has a direct impact on Tehran's ability to project power along Israel's northern frontier, especially in Syria, where the Israelis have already been trying to find ways to balance between Shiite and Sunni radicals. 
Countering Iran in the wake of the U.S.-Iranian diplomatic engagement has brought Israeli interests closer in line with those of Saudi Arabia. Indeed, the two countries can be expected to cooperate more closely than in the past, but the benefits for Israel are limited, especially since Saudi Arabia is backing many anti-Israeli Salafist and jihadist entities against the al Assad regime.

Israel has much more to gain from normalizing ties with Turkey, which shares a long border with Syria and thus shares Israel's fears of jihadists in Syria. Ankara has backed off from its hard-line stance against Damascus since it has become clear that various Islamist militias now clearly dominate the Syrian rebel landscape. Even though Turkey has welcomed the U.S.-Iranian diplomatic process, Ankara is not happy that a Tehran on its way to geopolitical rehabilitation will remain in Turkey's path toward increasing its influence in the Middle East. Thus, working with the Israelis could provide the Turks with leverage relative to the Iranians. 
At the same time, the underlying factor that was driving Turkey toward a hard-line attitude toward Israel appears to be dissipating. Ankara had hoped that the Arab Spring would empower Muslim Brotherhood-style Islamists in the Arab world, particularly in Egypt, Jordan and the Palestinian territories, who could serve as mediums of influence for the Turkish government. The July 3 coup that toppled the government of Egyptian President Mohammed Morsi and the subsequent decline of Hamas has done away with that opportunity, forcing Ankara to reassess its stance on Israel. 
This does not mean Turkey and Israel will revert back to the old status quo. Where there are common interests, there are also clear differences in objectives. However, for the moment, the shared concerns are drawing both sides to one another.
